Just a heads up: Windows environments is not officially supported yet, you may run into some issues, I’ll not be able to help with.
Are you able to access http://localhost/suitecrm8/public/?
public/legacy is there only to be used by the classic view, it should not be accessed directy. Thats the reason for not having the top navigation bar.
