Please check the following
1.Folders ‘themes’,‘upload’,‘cache’,'custom" are writable.
2.Clear cache of your browser and try again.
3.Developer Mode is true in admin/system settings. OR delete all folder from ‘cache’ folder.
I have checked and found that the permission is already given as 0755. I have also cleared the folders inside cache folder. However thee css files are still not loading.
Can you please try with 777 permissions instead of 755 which is for the owner but not for suitecrm installer.
OR
If it’s new installation, you can set installer_lock = false in config.php file and try re-install.
@anilkumar You said that this was a Windows computer, what is the meaning of those 0755 permissions? That’s a Unix thing… which program is showing you that?

I have changed the permission to 777, yet it did not work. My css is still not loading.

Did you try it out?
Other things you could check:
admin → themes
You can delete this folder and do hard reload on the browser. It will recreate that folder.
cache/themes/
