Web capture lead form to leads list instead of target list?

When you click Create Person Form the first thing you set, right on top, is the module selection dropdown: Leads, Targets or Contacts.

I’m sorry, I don’t understand the issue. You select Leads, and they don’t get created as Leads in SuiteCRM?
