v7.2: History entries not listing in the subpanel

This is interesting

For all records that have activity/history subpanels, I can create a note or record, but it will not list in the subpanel.

It does, however, show up in the View Summary

Any suggestions?

Ensure the notes module is not hidden in the users preferences.
