Users Can't Make Reports

Good afternoon.

I don’t know why, but only admins have the ability to create reports with the Reports module.

Any users that attempt to create a report gets hit with a message stating that they do not have permission.

I, as an admin tried to add permissions, but Reports module isn’t showing up in the Roles matrix.

What gives?
