User Cannot See Email Signatures

I have a user that gets an empty dropdown list for email signatures. There are signatures within the database, this user used to be able to see the signatures, this user is an administrator, and my user (an administrator as well) can see them.

Does anyone know why this would be occurring? Or has anyone seen this before?

The signatures are associated with a specific user within the database. I had to associate the user with the correct signature.
