i created module that must use currency from another module. How i can change default rate?
You can add new currencies and edit their rates in Admin > Currencies
How ever you can’t change the default currency value as it is what all the others are based off.
Can you please describe your situation in more depth and I can try and find a solution

I have same accounts that have own rate of currency (for example: 1 account have 1:1 rate to USD:EUR for sale, 2 account have 1:1.1 rate to USD:EUR and etc ). When i create invoice I must select account and to select by automatic rate from this account.
And how i may do it?
Just make different currencies based of the main. You can set the system default(main) currencies in Admin > Locale
and you can change the user default in their profile > advanced
