Unable to save settings

Suitecrm 7.8.2

I am admin.
Edit system settings or security settings and save, open it up again and changes are not saved.
Tried Restore, Quick rebuild but still not working.
Any ideas?

Dont know if it is related but I get this error in php log when saving settings:
