Theme showing all menu items

Is there a theme that show all menu items available on a record?

For example, when viewing the account record there is an Edit button with a down arrow indicating dropdown menu with Duplicate, Delete, etc.

My users don’t like it because they keep missing the fact that there are more options and for the untrained user, they just don’t, know that there is more that can be done and give up!

I’ve looked at the CSS but the submenu seems to be structural i.e. a

    You can disable this in Admin -> System Settings and unset ‘Display actions within menus’.
