I installed suitecrm 7.9.9 and the theme conflicting with the CAP_Drawing, but when I change the theme to another one the signature works fine.
however the old themes doesn’t work fine
What is CAP_Drawing, is it an add-on? Does it claim to be compatible with v7.9?
The only theme available in v7.9 is SuiteP. This was a necessary move to let us do some technical evolution. Later we need to improve on it (7.10 already does it) and make sure the themes are easier to customize.

Well you need to talk to whoever wrote the plugin and ask them about compatibility with these newer versions of SuiteCRM.
