There is a problem.
If the user is logged in SuiteCRM and his name is in Cyrillic,
the example is β€œΠΠ½Π΄Ρ€Π΅ΠΉβ€, then when sending a new message from
user SuiteCRM from whom the letter is sent, the user name is replaced with β€œ???” and of course when receive a letter to the addressee, the address of the sender is displayed β€œ???”. I attach a picture that shows this problem. Tell me how to fix it.

SuiteCRM 7.11.3, apache 2.4.9, php 7.2.15
