The config override file exists but is not writeable

I’ve installed and made the appropriate chmod changes. I have chmod the config_override.php to even 777 but I cannot get past this message.

I’ve deleted this file and reuploaded and then chmod to 777 again and still I am not able to get past this message.

What do I do?

There was a problem with Filezilla. Once I upgraded it, that seemed to fix the issue.
