Yes, it should work.
Maybe you need to assign role & security group properly.
I am system administrator logged in as admin. It should work out the box and its not working.

What I had to do after upgrading from an older version is to remove the studio adjustments (backup / delete the file):
public/legacy/custom/modules/Prospects/metadata/detailviewdefs.php
Maybe that’s related / helpls?
When you write:
legacy mode
do you have any customizations in place / any routings changed?
In the standard version, it works smoothly - so best to find out where your setup is different from the standard.
I had to disable all modules that i have installed and clear cache, reset the target module to original suitecrm 8 default and conversion works, however when i reset it to legacy mode via module_routing.yaml it doesnt work… Its kinda like a catch-22 … The only reason why i have legacy mode on targets is so that iframe could work with googlestreetview but when then conversion stops working… if i have it set to regular module then i an convert and iframes dont work lol… so i think i will have to manually create the lead from the target or something.
That’s what I do in multiple project.
The activities won’t be copied / moved to the leads and there is no converted status out of the box in the targets. I find it not feature complete / a bit difficult for business processes as it is. So I usually use workflows to convert.
