Maybe you’re not upgrading from older version. But, you could read this post to get some ideas

Migration from 7.14.2 to 8.5.0

cache custom modules themes data upload are in public/legacy Permissions where the point. On this side one can read find . -type d -not -perm 2755 -exec chmod 2755 {} ; find . -type f -not -perm 0644 -exec chmod 0644 {} ; obviously I set permissions this way So setting all to 755 and setting the dirs cache custom modules themes data upload to 775 solved it. Runs now as it should. Thanks a lot and best regards.
