SuiteCRM 8.2 Bulk Action popup visible ONLY after refresh every-time we login

Hi,
I am facing a terrible issue which needs to be resolved.
I ahev changed teh permission of legacy and Cache folder to 775. The Bulk action options seems to work. However, when ever I log out and Login again, The bulk action options don’t work. We have to refresh the pages again to make it work.
This happens for Roles and Groups too.
