Suite8 theme _headerModuleList.tpl is empty

In SuiteP for SuiteCRM 7, _headerModuleList.tpl had options for editing the action bar that is just below the nav bar in the header.

In Suite8 these for SuiteCRM 8, _headerModuleList.tpl exists but it is empty and there is no way to edit the action bar.

Is that how it’s supposed to be? How does one edit the action bar in SuiteCRM 8?

There is no documentation yet but I can confirm that the old way will never work, the new navigation is Angular engine, totally new
