suite 7.3.1 On Windows 10

I have attempted to install suitecrm to evaluate a move from ACT, setting up IIS and Installing MYSQL and PHP is a relatively simple procedure. The install script for suite 7.3.1 appears to have an issue as its looking for the following scripts which do not exist in the current package.
2015-09-08 19:33:55…installerHook: Could not find custom/install/install_hooks.php
2015-09-08 19:33:57…installerHook: Could not find custom/install/install_hooks.php
2015-09-08 19:34:01…installerHook: Could not find custom/install/install_hooks.php

This I believe is used to create the leads tables, the install fails at this point.
The installation is on Step 8 of 8 and states it was successful, bit displays the following message. …Database error. Please check sugarcrm.log for details

Have you checked the sugarcrm.log/suitecrm.log files? What errors do they contain?

The issues with the install have been resolved, the first install did not run correctly due to a permission problem for the config.php, reruns always produced the error as indicated. Dropping the database schema and clearing out the install folder followed by a clean install worked correctly.
