When Non Admin user logged In into CRM its shows sugar5 Theme, but when User with Admin rights logged in into CRM work Fine and theme is sugar7?

Users can change their theme by clicking on their username/name(top right) and changing the theme in the ‘Theme’ tab.

Alternatively, you can change the default theme globally and disable themes you do not want enabled in Admin -> Themes.
