Are the index.php?entryPoint=WebToLeadCapture and /service/v4_1/rest.php APIs from SugarCRM 6.5 CE still available in SuiteCRM 7.10.4? If so, do they still work the same as in SugarCRM 6.5 CE? We have a few web forms using these APIs.

The API v4.1 should be the same, yes. We have a new API (v8) but the old one is still in place, and it comes from the SugarCRM CE days, so it should work.
About the entry point, we now call this “Web to Person” because you can add other kinds of records, not just leads. but nay changes there should be very superficial, so you might have to edit the entry point URL slightly, nothing more.
