Standard email templates do not show translated.

I just installed the latest version 7.11.4 on a new server (Ubuntu 18.04 LTS)
I installed the dutch language pack and that works fine except…
When I open the email templates, all provided standard email templates are in en_US.
When I check the language package nl_NL all the templates are translated.
Why don’t they show-up in email templates? What needs to be changed?
