I’m working with servers that don’t have composer installed and I am not able to install it. So I’m reliant on the archives available from:
https://suitecrm.com/download/
I’ve downloaded 7.10.1 though to 7.10.3 and none of them include the ./vendor/ directory. So I’ve not been able to install any of these versions of SuiteCRM.
That’s not entirely true, actually. I did download an archive of 7.10.1 some time ago, seemingly from the same URL, which does include the vendor directory. So I wonder if some policy changed since then that prevents that subdir from being included in distribution archives from now on?

Of course, straight after I post that I see there’s a 7.10.4 and it includes the vendor directory!
Maybe I missed an explanation of this somewhere but if someone can point me to that or explain the rules of when vendor is included and when it’s not I would love to know.
For now, I’ll install 7.10.4.

But just to re-iterate that it was an issue on our end, not a deliberate action. All upgrade packs have been updated and now contain the vendor folder. Thanks for raising this!

That’s excellent news! I thought for a while there that installing SuiteCRM was going to get a lot more difficult so I’m happy now.
