Restrict who can open new case by email [AOP]

Hello,

Is it possible to restrict from sugarcrm/suitecrm who can open a new case by sending an email?

E.g., it would be nice if we could allow only portal users to open a new case by email and inform anybody else with a custom auto reply message.
