When creating Custom Modules, is it safe to use an existing “built-in” Dropdown list (or even a Dropdown list from another Custom Module already in use) ?

Yes, it’s safe.
The idea of having a separate place to define drop-downs (Drop-down editor) is precisely to define them as field types that can be reused.
