Is there a way to subscribe to newsletter a customer who have first unsubscribe?

You can edit their record and undo the opt out option/check box on their email address.

Target lists also suppress by email address, ID etc. so if you’re sending the same campaign to that contact/lead again you will need to add them to a new target list.
