I think there is a bug in version 7.9.7. When new panel and files is added in the layout editview, the Overview, Quote To and Other tabs are missing as the attached images.
Tested on new instance of crm.

cannot add, more and remove any field from the studio and editviewdefs.php or these tabs will be missing.
