That’s a web site, not a CRM. In SuiteCRM you use the existing layout so that the app works - you just adjust field names, create custom fields, etc.
You can get a sense of what it customizable by trying out Admin / Studio in this live demo:

But don’t think of any radical changes unless you’re willing to dig inside the code and develop a PHP / Javascript project.
