Problem selecting multiple users and/or contacts for a Target list

I’m trying to create a target list of Contacts. When I select multiple contacts, then click “Select”, I’m returned to the target list page with none of the contacts added. Am I missing something? I’m attempting this with SuiteCRM 7.7.6.
