You have to change the database configuration on /public/legacy/config.php and /.env.local.

Hi,
This is reported issue in Suitecrm 8 forum. The reason behind is there’s need to build the legacy theme sass.
If you try to login legacy UI, it will let you login but no css will be loaded but /public/#/Login does work.
