No manifest.php in 7.13.3 upgrade

I’m upgrading to 7.13.3 and getting “The zip file is missing a manifest.php file” in the upgrade wizard. I searched the downloaded zip file and cannot find the manifest. Any help is appreciated

What is your current version, and which file exactly did you upload?
