Newbie Installing 8.2.3 ran into a wall with errors

Hello I am a newbie, I have spent the last several days installing SuiteCRM version 8.2.3. and I can only get it to partially work.

For example I can enter a quote but no line items, I can sign in but I can’t log off.

There are several error that show up on the network tab of chrome developers option I will attach several pics to try to illustrate, UI have seen many post about people having htaccess file non set and directory and files permissions whish I think I taken care of,

What do you have in your .htaccess file for RewriteBase? I had errors until I fixed the RewriteBase. I cannot remember exactly which errors I had but check it anyway.
I have this note I made:

#After the install:
vi /var/www/html/suitecrm/public/legacy/.htaccess
# RewriteBase 192.168.64.5legacy/ should just be :
RewriteBase /legacy/

thanks for taking the time to respond. I had this updated, however I go back in and the .htaccess file is not there any ideas?
