MS SQL Server: connection is broken and recoveri is not possible

Hi to all, i have this error and seems serius:

Tue Mar 13 13:16:04 2018 [18804][-none-][FATAL] Unable to retrieve system settings Query Failed:SELECT category, name, value FROM config::: [Microsoft][ODBC Driver 13 for SQL Server]Communication link failure
[Microsoft][ODBC Driver 13 for SQL Server]The connection is broken and recovery is not possible. The client driver attempted to recover the connection one or more times and all attempts failed. Increase the value of ConnectRetryCount to increase the number of recovery attempts.

But not every time, it’s happend tandom, for 30 sec and then turn back to normal, then he comes again, seems instable, what could it be?

I edited your subject in an attempt to attract the attention of Windows users to your thread - I don’t know the answer, I’m hoping someone with MS Sql experience comes in here…
