Module Builder won't work

Hello,
i installed 2 fresh SuiteCRM Version 7.9.4 . One at Linux and the other one at Windows.
Both of them have the same issue.

I tried to build my own module. I can create the Module and added Fielfs.
If i want to edit the “Layouts” nothing happends. I used Internet Explorer and Firefox.
Does s.o. can help me?

I installed Version: Version 7.8.5 onto the same server.
Here it works fine.
