Not sure when this problem occured as I didn’t need to edit SuiteCRM for a while.
After update to 7.10.7 , I needed to edit some modules / dropdown list.
When going to ADMIN, all is OK
Choose either STUDIO , MODULE BUILDER or DROPDOWN EDITOR ,
.
Other items working
Permission in the server are all OK as required,
PHP version is 7.2
SuiteCRM is 7.10.7

Looking through this, I tried with a version of 7.10.7 and was not able to reproduce the same issue.
When you updated, had you carried out the Quick Repair and Rebuild options within the admin panel?
When you are going into Studio, for example, is it the first screen after you have clicked to go to the Studio that you see these issues? Also, are there any errors in the logs that you have noticed that could point to why this is happening?

Yes, after the update I have done the Quick Repair and Rebuild
When entering ADMIN, all is OK with the screen.
But, as soon as I enter to Studio, Module Builder or Dropdown Editor, I get as per the earlier screenshots (3rd and 4th)
(other options in Admin work correctly)
not sure which logfile and what to look for

With regards to the logs, this should help: logs.
I still cant seem to recreate this issue on a 7.10.7 instance, but I will keep having a look round while we see how these logs look.

in the end I couldn’t figure out the problem.
So I decided to make a complete new installation of 7.10.7 on a different server, and, recreate my earlier modules from scratch, import data, and now is “good to go” ,
