Recently install SuiteCRM and wanted to switch from Close crm to cut-off cost. I would like to know if there any built-in free live chat system in suitecrm which we can use ?

As per my concerns, there is no free live chat available, rest you can perform a web research.
However if you looking a chat integration with your website customers, there are plenty of good options like zendesk , livechat.
Chat history from these applications can be integrated via “SuiteCRM Email 2 Lead” extension later on.

Its free open source (if you self host it), and better than Slack too in my opinion with loads of integration options…
