I Have seen that suite CRM price mentioned on website is 10 Euro/user/month. i have been using it for a while now , do i need to pay the lience fee aswel ?

No there is no licence fee for SuiteCRM. This refers to a hosting charge if you are using the SuiteCRM:OnDemand service.
