how do i change permissions to install on siteground hosting?

You should be able to do it from cPanel. From File Manager.
yes, I did but it doesn’t work, maybe something is still missing! i can’t get it to work on siteground
For some reason, there are hostings that won’t allow the installer to run properly.
The workaround will be to install it locally on your computer and then copy the DB and the files to your hosting.
Make sure you configure your config.php file with the proper information.
