In user profile edit page, in email settings, when I click on settings, the settings modal only has general tab. Do I have to do some additional setup to allow users to manage their own email accounts?

Email settings changed recently. Which version are you on?
The settings that were on the user profile have been moved to the Outbound email module (now you create also the personal accounts there).
I’m on 8.2.4 version, also not able to find the Outbound Email Module.
As an Admin, I can create outbound email accounts for users, but How can a user specify his own outbound email settings?
I don’t know. I don’t use that version. Have you tried accessing that Outbound email module, even as a common user? It’s possible that you have access to creating your own account there.
