import csv directly from module instead of import wizard of admin

case1:
when module have no records it shows small link to import at list view

Case2:
when module have atleast a record or more import link at list view start disappear

Is there any option where i can start importing in module without going to import wizard in admin module or it a bug

If you hover over the module link in the top menu bar, when you are in the module(and list view is showing), Import shows in modules where import is available when hovering over the top menu link.
