I have downloaded the installer several times and have yet to figure out how to install this software
This is a server application, not a desktop application.
Although it is possible to run it in Windows (is that your desktop? you leave us guessing), it’s more complicated than the average app.
You need to have a server stack in place first (web server, database, php).
