I got Error Validation in Number Field if i input value less then 9

When i create Custom field as number. that field only accept two digit numbers. but if i give one digit number it show me error 'Invalid Value: Field Name". i don’t give any validation on it. min value, max value and default values are blank.

SuitCRM Version :
Version 7.9.11
Sugar Version 6.5.25 (Build 344)
