I don't have CREATE CONTRACT in AOS_QUOTES Menu

Hello, I have installed SuiteCRM ( Version 7.11.10 ) and develop several functionality, I have AOS_Quotes but in the Menu ACTION I don’t have CREATE CONTRACT.
Someone can help me?

After making your changes in custom did you run a Quick Repair and Rebuild?
