How to move the postion of activity steam from right hand to left hand and filter user feed groupwise?

I want make activity steam first to be appear for all user, I have edited my dashlet.php, Now only it is showing this way https://s.nimbus.everhelper.me/share/1208664/3365vxxmr5xn7y0lyqtu . I can manage it by drag drop But I want to remove the access right from user for manage layout so layout going to be fixed.So How can i make it left hand side please help me, Also can we filter the user feed security group wise only so no other user can see except super admin
