How to exclude Opt-out and Invalid emails from New Campaigns?

We can’t create target lists with invalid emails and opt-out emails and exclude them: Version 7.10.14

Please can you detail the steps you are following to reproduce the issue?

I can confirm (in 7.8.3) that an email would be still be sent out to an email address that was marked as invalid. To reproduce, simply update one of your contact by marking their sole email as invalid and from the Contacts listview, use the checkbox to mark that contact and use Bulk Action > Email to send an email.
