Full export for fresh install???

Is there an “easy” way to export all users, security groups, calls, meeting, contacts, accounts to be imported for a fresh install? After each upgrade things have been getting progressively slower and I’ve exhausted all of the suggestions made here and want to try a fresh install.
I’m running IIS with php 5.6.2

what kind of database you are using ? Mysql or mssql ?

MySql (MariaDB).

Here’s a report from one of my users: “log-on time 25 seconds and 71 seconds to get into Calls, meetings, accounts once in the response time is almost instantaneous”
