Email Settings No Longer Appear in Admin after 7.8.x upgrade to 7.10.20

Hosting: Linux Red Hat

Since the version of SuiteCRM I was using was deprecated, I recently upgraded from SuiteCRM 7.8.x LTS to 7.10.20 LTS. For the most part, the upgrade when fine. The problem I am having is that I can no longer send emails through the system. In the previous email settings I used a work around that enabled me to send all email through the system account, but now that is no longer available. When I trying to open the email setting menu nothing appeared. No errors in inspector, no log errors. Nothing. Just a blank screen. Please help.

Blank screens are usually PHP fatal errors. You should have an error not in suitecrm.log, but in php_errors.log, or whatever your web server log is called (check in your php.ini).

Since Iā€™m getting ready to install SuiteCRM for a client I decided it was time for a clean install. I make it through the entire install, email setting are working again, but there is still a problem. Now the emails appear garbled.
