Email Setting not being saved

I just upgraded to version 7.12.1 and I am trying to configure the Email Settings. When I enter all the email server settings and click “Send Test Email” it works and I get the email. Once I click “Save” I am redirected back to the Administration page. When I go back to “Email Setting” I see that my changes were not saved. I’ve tried changing the settings multiple times and it never saves them.
