Email going to one recipient when updating Text

Hi, I’m on 7.1.3, but I looked at the change log of 7.1.4, and this doesn’t seem to be fixed.

When I “update text” on a case, the email goes to only one person. If I have multiple contacts linked to the case, I would like the update text to go to all the contacts.
