I’d like to know if is it possible to have dynamic footers on suitecrm for the email templates.

Out of the box, the only dynamic elements in Email templates are simple variable replacements (putting fields from the current record in designated places).
There are add-ons that provide more functionality, such as my PowerReplacer, but unfortunately they come at an additional cost.
If you are a developer there are additional code customization options, of course.

Thank you very much for your answer! I supposed that there were options that could be develop, just wanted to confirm that there wasn’t something else 
What you can do is to have a Text Area in the desired module, based on country populate that Text area and use it as variable in email template. So they get text based on their country. (Also there is a thread in forum to convert country field into Dropdown, that will help in this case)
