Have you seen the installation tutorial? There are two commands to set the proper owner/file permissions (chown/chmod), if that step is missing the shown error occurs quite often.

are you sure that you used the proper owner? www-data is just an example that is valid for specific environments (ubuntu uses www-data, centos apache by default).
