It’s possible to create a top 10 report?
For example. I have a report that count all the cases for each account. I want to show only the first 10 records.

The basic Reports module doesn’t seem to have this. You might be able to do it anyway if you can create a condition based on some field that you have which “numbers” the records. But this would require some way to fill in that field’s values, which is a problem of its own.
If you use the more advanced reporting you will surely be able to achieve that and much more:
